They have a restriction of minimum 50k views but since they offered new bonus plan I assume they expect to accept new blogs. Try registering with them. I think they also pay attention to quality of your blog and you are on right track there

I heard about this Kontera In Text Ad Network and would love to use it on my blog. Can anyone put it on his/her blog or are there conditions which makes it impossible for a beginner to subscribe to it?
