This could be part of the reason this country is screwed up. Maybe if the decision makers and law makers spent as much time on real issues as they do on stupid things we would not be in this shape. Maybe they should have kept watch over the banks as much as they do trick or treating and so many people would not have lost their homes or became upside down with their mortgage. I am a resident in Va beach myself and have a 2 year old son and a 15 year old sister. She was going to dress up this year to help my son go around to collect candy. Does this mean I should worry that she or I could get into some kind of trouble. I think they should focus more on molesters and such being in the area, rather than families that dress up in spirit of the holiday!! I think that this is nuts.
